CONSTITUTION AND BY LAWS

OF THE

BIG HORN BASIN MIDDLE SCHOOL

ATHLETIC CONFERENCE

Revised April, 2008

 
 

PHILOSOPHY 

This organization has the responsibility to provide the guidelines for the operation of interscholastic athletic activities for member schools.  The activities should be structured to be beneficial to the young adolescent, not his/her parents, coaches, or school.  The intensity level, number of contests, and psychological pressures on students need to be controlled so that undue influences are minimized.  Student medical health must be protected; a report of a physical examination performed by a medical doctor during the current academic year must be filed in the school office. We recommend that parents acknowledge responsibility of medical care if an injury occurs and permission is given for emergency medical attention, which should accompany teams when they travel. 

The guidelines for the administration of each sport season shall be reviewed at one of the three meetings held during the year; meetings will be held the first Wednesday of September and the second Wednesday in January and April at 10:00 a.m. at the designated school.  Each school administrator and athletic director or designee should receive recommendations for changes to the guidelines one week prior to the scheduled meeting.  Changes during the season will not be allowed until approved by the governing body.  Coaches or individual schools are not authorized to make changes to the guidelines on a formal or informal basis. 

Schools are encouraged to provide a quality experience both academically and socially for every student who desires to participate.  Each school is encouraged to develop guidelines to ensure appropriate behavior by their students at all events.  The student who has that desire should also agree to compete honestly and fairly.  He/she must exhibit the desired traits of commitment to the program and recognition that he/she represents a school; personal needs may be subordinate to the needs of the team.  The student should learn how to win humbly and lose graciously. 

ARTICLE I

"CONFERENCE MEMBERSHIP" 

The following schools are charter members of the Big Horn Basin Middle School Athletic Conference:

Cody     Lovell 

Powell    Thermopolis

Worland    Cloud Peak (Wrestling)

Greybull    Rocky Mountain (Wrestling) 
 
 
 

ARTICLE II

"NEW MEMBERS" 

Schools wishing to join the Conference must request so in writing prior to the spring meeting.  Acceptance shall be by unanimous vote. 
 
 
 

ARTICLE III

"CONFERENCE OFFICERS" 

Section  1:   President - The office of President will rotate between member

schools.  The length of the term will be two years beginning with

   fall activities.  Beginning in the fall of 1997 the rotation will be as

      follows:  Cody, Greybull, Lovell, Powell, Thermopolis and Worland.  The duties of the President will include: developing an agenda, conducting the business of the conference, conducting the meetings, establishing meeting dates, calling special meetings, and getting the agenda to the Secretary.  The designee of the President shall conduct the meeting in his absence.  If the President cannot fulfill his term an

   election shall be held at the next regularly scheduled meeting to elect

someone to fill the term of office. 
 

Section  2:   Secretary - A Secretary shall be appointed by the President.  The

duties of the Secretary will be to work with the President.         
 

ARTICLE  IV

OFFICIAL MEETINGS 

The President, as necessary, shall call official meetings.  All member schools must receive notice of an official meeting at least one (1) week in advance.  An official meeting will need a quorum of three-fourths of the membership.  Each school shall have one (1) vote to be cast by the administrator or his designee for topics that relate to the sports and activities in which their school participates.  The modified Roberts Rules of Order will be followed. 
 
 

ARTICLE V

"SCHEDULING" 

Scheduling meetings shall be held three (3) times a year to confirm athletic schedules and their respective seasons or, to conduct any other business before the group.  Schedules will be set yearly with dates and sites exchanged.  Non-conference teams may be scheduled on open dates but not at the expense of the Conference schedule. 

All athletic schedules for the subsequent year will be approved at the January meeting. 

For Track, the Conference master schedule will include an alternate Conference meet date and site. 
 
 

ARTICLE VI

"ATHLETIC EVENTS - GENERAL" 

All meets, games, contests, etc. will proceed according to Conference by-laws, WHSAA guidelines, and/or National Federation guidelines in that order. 

All officials must meet WHSAA guidelines to work an event. 

Tiebreaker for seeding and conference champion: decided first by head to head then hi-seeding and finally coin toss. 
 
 
 
 

ARTICLE VII

"AMENDMENTS OF BY-LAWS" 

Amendments to the by-laws may be made by one of two methods: 

Section  1:  A 2/3 vote of the Conference schools may adopt a change if change

was proposed at one (1) meeting and voted upon at the next

meeting. 

Section 2:   A unanimous vote of all Conference schools may adopt a

                    change at any regularly scheduled meeting. 
 
 

ARTICLE VIII

"ATHLETIC ACTIVITIES" 

FOOTBALL 

A Conference for football will consist of the following schools:  Thermopolis, Worland, Lovell, Powell, Cody and Greybull. 

Section  1:   A scheduling meeting will be held prior to the season. Administrators

         are responsible for the overall schedule but coaches should have

                    input on respective sports. 

Section  2:  "A" and "B" games shall be scheduled when possible. 

Section  3:   Eight minute quarters for regular games.  Six-minute quarters in both

7th and 8th grade "B" games. 

Section  4:   Kickoffs will be held for both 7th and 8th grade "A" teams.

"B" games and/or fifth quarter could be started at 30 yard line and

kickoffs are at the discretion of participating schools. 

Section  5:   No football smaller than a TDY will be used.  Each team may use

    their own ball while on offense. 

Section  6:   It is recommended that all players will get to play in each game for             at least one (1) quarter. 
 

Section  7:   Ties for "A" and "B" games will be broken by using the Wyoming

playoff system which provides for each team to have four downs

from the ten yard line to score.   If after each team has had their turn

of four downs and the score is still tied the process shall be repeated. 

Section 8:   Where one game follows another, the second game will begin 15

      minutes after the first game is over, or sooner with the consent of both teams. 

Section 9:  The 7th grade game precedes the 8th grade game.  The "A" game

precedes the "B" game. 

Section 10:  Adjustments for player participation can be made upon mutual

consent of the coaches of the participating schools. 

Section 11:  Weekday contests will start at 4:15 p.m. and Saturday games will

start at 9:30 a.m. with any conflicts worked out between the teams

involved. 
 

VOLLEYBALL 

A Conference for volleyball will consist of the following schools:  Cody, Lovell, Powell, Thermopolis, Worland and Greybull. 

Section  1:   Schools shall play everyone in the Conference twice unless mutually

      agreed upon to play once.  (Double Round Robin)  All conference  games count towards the conference seeding based on conference percentage. 

Section  2:   Games will be played on weekdays at 4:15 p.m. and Saturdays at

9:30 a.m. with any conflicts worked out between the teams involved. 

Section  3:   The "A" games will be played first followed by the "B" game.

      Each participant is limited to entry into a maximum of three games, which may include more than one level of play.  If a player plays “B” they cannot start in the “A” game.  The coach must notify the other coach identifying players to suit for more than one game.  *If sixth graders are to be used on seventh grade teams they must be identified prior to the start of the game.  This also applies to those seventh graders playing on eighth grade.  
       

Section  4:   The net height will be 7'  4image".  7th grade optional serving line 10’ in

    from back service line. 

Section  5:   A match will consist of three (3) games even though the winner of

the match may have been determined in the first two (2) games.   

Section 6: Rally scoring to 21 points with a maximum at 25. 

Section  7:   Tournament Play: The season will be concluded with a six team

      tournament to determine the conference champion.   

      Seeding:  The tournament director will use conference standings and games between conference members. 

      Format:  The tournament will follow the adopted format and site rotation as contained in the appendix. 
       

BASKETBALL 

A conference for Girls Basketball and a Conference for Boys Basketball will consist of the following schools:  Cody, Lovell, Powell, Thermopolis, Worland and Greybull. 

Section  1:   Schools shall play everyone in the Conference twice unless mutually

      agreed upon to play once.  (Double Round Robin)  All conference  games count towards the conference seeding based on conference percentage. 

Section  2:   Games will be played on weekdays at 4:15 p.m. and Saturdays at

    9:30 a.m. with any conflicts worked out between the teams involved. 

Section  3:   The "A" games will be played first followed by the "B" game.

      Each participant is limited to entry into a maximum of five quarters, which may include more than one level of play.  If a player plays “B” they cannot start in the “A” game.  The coach must notify the other coach identifying players to suit for more than one game.  *If sixth graders are to be used on seventh grade teams they must be identified prior to the start of the game.  This also applies to those seventh graders playing on eighth grade.

Section  4:   The game shall consist of six (6) minute quarters, two (2) minute

overtimes, and ten (10) minute half-time.  The "B" games shall start

after a 10 minute warm up.

Section  5:   The size of the basketball used shall be a regulation size girl's

basketball. 

Section  6:   The three point shot shall be counted in both boy's and girl's games. 

Section  7:  Conference Champion:  The conference champion will be based on   the conference tournament champion and will be presented a plaque. 

      Section 8:  Tournament Play: The season will be concluded with a six team tournament.   

      Seeding:  The tournament director will use conference standings and games between conference members.  

      Format:  The tournament will follow the adopted format and site rotation as contained in the appendix. 

Section 9: No zone defense or full court pressure will be allowed in “B” games. 
 

WRESTLING 

The Conference for wrestling will consist of the following schools:  Thermopolis, Worland, Greybull/Cloud Peak, Lovell, Powell, Cody, and Rocky Mountain. 

Section  1:   The wrestling season will end with the Conference Tournament.  The

Conference site will be on a rotating basis. 

Section  2:   Weight divisions shall be:  75-80-85-90-95-100-105-110-115-

      120-126-132-138-145-155-165-175-Heavyweight.  The heavyweight shall weigh more than 175 pounds but less than 275. 

Section  3:   The Conference Tournament shall include an "A" and "B" bracket.

One (1) participant per school will be allowed in the "A" bracket at

                    the Conference Tournament.  

Section  4:   Team scoring will be kept at the Conference Tournament.  Team

    scores shall be kept in the "A" division only. 

Section  5:   Head gear must be worn by all contestants.  Weigh-ins will be held             on site prior to the Conference Tournament.  Weigh-ins will be held

on Friday at home or Saturday on site prior to each Saturday              tournament.  This will be at the discretion of the host school.

Hair length, fingernails, shoes, etc., will be approved or rejected by             the officials according to the National Federation rules. 

Section  6:   Conference Tournaments will have 6th, 7th and 8th grade participants    only. 

Section  7:   Tournaments/matches will normally be held on weekdays at 4:15 p.m.

    and Saturdays at 9:30 a.m. 

      Section 8:  Culminating tournaments start at 9:30 a.m.  Weigh-In and Seeding will be done on Saturday morning.  A pound weight/growth allowance is allowed at these events. 

      Section 9: If a wrestler does not make weight on Saturday morning, a student may be moved up to the A bracket if there is a vacancy in that weight group. 
       

      TRACK 

The Conference for track will consist of the following schools:  Cody, Lovell, Powell, Thermopolis, Worland and Greybull. 

Section  1:   The following rules are to be followed at the Conference meet and

provide guidelines for all invitational meets.  The Current

Federation rulebook shall serve as a guide. 

Exceptions:  The Olympic start will be used for all meets (the

first false start in running events will be charged to all runners

in the heat; the second, and subsequent, will result in

disqualification of the individual runner(s)). 

Section  2:   The entries shall be as follows:  a total of five (5) events per student,

one must be a relay.  Three (3) entries per team per event will be

allowed and one (1) relay team per school will be allowed. 

Section  3:   Scratch meeting to be held one (1) hour before the 9:00 a.m. starting

time. 

Section  4:   Points shall be scored according to the National Federation Rule              Book.  Team points shall be scored as follows for 6 schools:

      10-8-6-4-2-1.  Relays when five schools participate shall be scored as follows:  8-6-4-2. 

Section  5:   Points shall be kept for the results of the sixth grade girls, sixth grade

      boys, seventh grade girls, seventh grade boys, eighth grade girls and eighth grade boys. 

Section  6:   One eighth inch pyramid spikes are allowed at meets. 

Section  7:   All running events will be held as timed finals except the 100 meter

dash and the 75M hurdles which will have preliminaries and finals.

Efforts will be made to time all participants. 

Section  8:   Field Events:

      *The host school will provide the shot and discus.

Section 10:  Meet results will be sent to participating schools as soon as possible

after all invitational and Conference meets. 

Section 11: Culminating events start at 9:00 a.m.  There will be plaques for 6th, 7th   and 8th grade boy’s and girl’s teams. 
 

SWIMMING 

Section  1:   Regular season meets start at 4:00 p.m.  Culminating events start at 10:00a.m. if they are being held on a Saturday and at 4:15 p.m. or a mutually agreed upon time if they are being held on a weeknight. 

Section  2:   Events will be:

#1 200 Medley Relay

#2 200 Freestyle

#3 100 I.M.

#4 50 Freestyle

#5 Diving

#6 50 Butterfly

#7 100 Freestyle

#8 100 Freestyle Relay

#9 50 Backstroke

#10 50 Breaststroke

Section 3: Scoring will be:

        Each team will be allowed unlimited entries per event with only 3 individuals and 2 relay teams from each team scoring points.

        Coaches do not need to declare scoring swimmers or relays.  No more than 6 divers per team may dive at any given competition.  

      1. Triangular & Invitational Meets including the Conference Championship (more than 2 teams competing).

           more than 6 divers per team may dive at any given competition.

      1. Ribbons are awarded for individual events 1st – 6th place and relays 1st – 3rd place.
 

Section 4: Diving

      1. A diver must perform four different fives each with a different dive number, but all dives could come from the same dive category. (e.g. – 101A, 102B, 103A, 104C).
      2. If all coaches agree prior to the start of a competition the number of required dives may be reduced from 4 dives to 3 dives per athlete.
      3. No more than 6 divers per team may dive at any given competition.
 

Section 5: Entries

      1. Dual & Triangular meet entries should be submitted electronically on a USB flash drive on the day of the competition; unless the entries must be hand entered then they shall be submitted one day prior to the competition.
      2. Conference entries shall be submitted three days prior to the competition (if the meet is on a Saturday entries will be due on Wednesday).
 

Section 6: Meet information

      1. Conference host team shall be required to send out conference meet information two weeks prior to the competition with the following information being provided:
        1. Warm up schedule with times and lane assignments.
        2. Order of events (will diving be run simultaneously with swimming, as the first event or in its normal place).
        3. When entries must be submitted, to whom, and in what format (faxed, e-mail, etc.).
      2. Entry cards will only be required for relay events, unless an electronic timing system will not be used.
 

Section 7: Uniform

      1. Girls will be required to wear a one-piece suit when at a competition.
      2. Boys will be allowed to wear swim trunks/shorts.
      3. Swimming caps must not display derogatory comments or any offensive language.  Color or design shall not matter.
 

Section 8:  Judging (Swimming/Diving)

      1. Swimming strokes and diving will be judged following the NHSF rules.
      2. 100 freestyle relay athletes in the shallow end of the pool will have one hand in contact with the wall.  They shall not break contact with the wall until the incoming swimmer touches the wall.
 
 
 
 
 
 
 
 
 
 
 

ARTICLE IX

"SCHOOL COLORS" 

The school colors shall be as follows:

ARTICLE X

"AWARDS" 
 

Football - The Conference shall provide plaques for recognition of the conference football champions; both 7th grade champions and 8th grade champions shall receive plaques (2 plaques). 

Volleyball - The Conference shall provide plaques for recognition of the 7th grade volleyball season champion and the 8th grade volleyball season champion (2 plaques) at the conference tournament.   

Boys and Girls Basketball - The Conference shall provide plaques for recognition of the season champions in both boys and girls 7th grade basketball and 8th grade basketball (4 plaques) at the conference tournament.  

Wrestling - The Conference shall provide a plaque for recognition of the conference champion in wrestling (1 plaque).  Medals shall be given for the first three (3) places plus a ribbon for fourth place in the "A" bracket and four (4) ribbons in the "B" bracket.  No date shall appear on the ribbons. 

Track - The Conference will provide plaques for recognition of the conference champions in both boys and girls 6th grade track, 7th grade track and 8th grade track as determined at the conference track meet (4 plaques).  Ribbons shall also be awarded the first five (5) places in individual events and the top four (4) places in the relays.  No date shall appear on the ribbons. 

Swimming – Ribbons are awarded for individual events: 1st –6th place and relays: 1st – 3rd place.

 
 

ARTICLE XI

"TOURNAMENT SITES" 

Rotation of tournament sites will be found in attached appendix.  When Riverton and Lander are scheduled to host a tournament, they will arrange with a conference school for use of facilities within the Basin.  Hosting schools are responsible for a tournament director on site; securing and payment for services of referees, scorekeepers, clock operators, and custodial staff.  Site schools will provide security and crowd control.
